The Study On Outsourcing Of University Logistics Service

In recent years,with our country actively promotimg the market-oriented reform of public services,outsourcing has become a remarkable institutional arrangements in public service market-oriented reforms.Since 1999,with the reform of university logistics socialization,logistics service outsourcing is rapidly developed all over the country as an important form of socialization of logistics in colleges and universities.Outsourcing of logistics service is an effective social reform tool for colleges and universities,but in the course of implementation,different problems will arise due to different conditions of the subject and the objective environment.This paper takes H University as an example to conduct an empirical research on the outsourcing of logistics service in colleges and universities.Through the methods of investigation,participant observation and questionnaire survey,the author makes a systematic investigation and study on H university logistics service outsourcing,summarizes the effects and puts forward the problems existing in the operation,including the contractor 's service quality as well as the problems of the entrusting party.Then,with the theory of transaction cost and the principal-agent theory,this paper analyzes the deep-rooted causes of the problem.First,the inconsistency between the principal and agent is the root cause of the contractor's service quality problem.Second,the lack of effective institutional arrangements is the cause of outsourcing system problems.Thirdly,the package type of outsourcing ignores the professionalism of the service,which leads to the high cost and ineffectiveness of the library outsourcing service.Finally,universities do not change the idea in a timely manner in the outsourcing of logistics services,which will lead to irregularities in outsourcing behavior.In the research,this paper uses the principal-agent theory to emphasize the importance of the teachers and students as the initial clients in the evaluation of outsourcing service performance and supervision of outsourcing operation.Questionnaire surveys were used to collect the original evaluation data of the outsourcing service from the teachers and students.This paper analyzes objectively about the effectiveness and problems of the outsourcing from the perspectives of teachers and students,and points out that teachers and students should be included in the supervision system.The lack of teachers and students in the supervision of service outsourcing is the cause of many problems.Finally,on the basis of empirical analysis,this paper discusses the development direction of logistics service outsourcing in colleges and universities,hoping to provide reference for the logistics socialization reform in colleges and universities.
