The paper draw lessons from the consistency analysis model of th e SEC model of the United States. The junior high school chemistry educ ation examination papers from 2014 to 2016 in Guiyang are served a s the research objects. It analyzes three years' tests and curriculum stand ard from the two dimensions of content theme and cognitive level.Th e thesis mainly includes five parts. The first part, the introduction, introduces the research backgroun d,defines the core concepts of this study, simply introduces the consist ency models, which explains the research status of chemistry based on curriculum standard. The second part, the research process, introduces the research conten t,the research significance, the research tools, the research methods, the research process, which chiefly explains the research idea and determi nes the themes and cognitive level of the two dimensional analysis matr ix.The third part is the coding of the curriculum standard and the exam ination papers. It analyses the curriculum standard and the key points i n the examinations according to the content theme and the cognitive lev el of division. The fourth part is the data processing. It organizes and calculate s the data by the EXCEL software, and use MATLAB software to calcu late the consistency coefficient of P values, and compared with referenc e threshold level of consistency;By using the surface chart and histogra m difference analysis,it finds out the factors that affects the consistency level. The fifth part summarizes the results of the study, discusses an d analyses the results. Finally we can get the conclusions.First,mo re comprehensive knowledge points are included in the test during t he past three years, the five content themes of curriculum standard are involved.Second, the consistency coefficient between the tests and curriculum standard during the three years keeps low,and th ere is no statistically significant agreement between the three years tests and the curriculum standard.Third, there are some differences between the junior high school chemistry education examination an d the curriculum standard in the content theme and the cognitive level of inspection.Although the consistency coefficient between the three years' tests and curriculum standard are poor,The students' abiliti es of exploring can be developed with the increasing examination of the theme of the scientific inquiry, and it reflects the standard o f curriculum.Paying more attention to examining “comprehension” makes the papers more difficult, but it reflects the requirements of the curriculum standards in training students' ability to analyze and solve the problems.
