Since the 1990 s,with the rapid advance of industrialization and urbanization,a large number of rural surplus labor flow to cities,the eastern coastal developed areas,they for the urban construction and development has injected new vitality,but a large number of floating population increase bring many problems to the urban development,especially the trailing of the floating population children education problem has become a key subject in the new period,has the widespread attention of the society.Jinjiang city is located in the southeast of fujian province forefront of reform and opening to the coastal area,relatively developed economy and society,and attract a large number of floating population,its pressure their children to school.Children of the floating population exceed 210000 people in 2015,accounting for 60% of the total number of students in the city.The local government attaches great importance to the demand of the floating population children,and in the province take the lead in implementing public high school tuition free,the university entrance exam pilot,pilot system,such as policy,their children to school,the greater progress of the floating population up to 94% at public schools.However,with the increase of floating population and unconstant flow,and from "a study on" to "academic" conceptual change,thus realize the equal compulsory education has become a big title before governments and education departments and difficult problem.This thesis mainly use the theoretical framework of "equal basic public services",in jinjiang city all elementary and middle schools as the research object,on the basis of collecting data,data,analysis of the concept,connotation and theory of equal education.Study jinjiang children of the floating population of equal education present situation and the existing problems;Dig in the floating population children education cannot achieve balanced reason;Related domestic urban typical successful cases and extract conforms to the jinjiang can draw lessons from the experience and enlightenment,finally respectively from the government,society,school,family four level,systematic analysis of the effective measures to promote equal jinjiang floating population children education and countermeasures,and strive to better protect the rights of the vulnerable groups education fair implementation and quality of education,let every migrant children can enjoy a fair education.
