Study On Problems And Countermeasures Of Floating Population's Fertility Management In Huixian,Gansu Province

With the forge ahead of urbanization,the floating population's cardinal number keeps on the rise,which brights a set of social governance issues.Fertility management of floating population relates to every member and family of plenteous floating population.It is a essential portion of reinforcing social administration to do a complete job in fertility management of flowing population,as well as an important means to break the dual structure,expedite city and countryside regional integration,ensure and ameliorate living level of people,expedite community integration of floating population.At present,owing to financial market condition's influence,more developed cities in China have strengthened the control of floating population.This has brought about a decrease on the floating population's cardinal number in such cities.At the same time,with the rapid economic growth of various cities,counties and villages,different kinds of factories spring up like bamboo shoot after a rain,many jobs have been created for migrant workers,As a result,migrant workers' quantity is in decrease.The economic strength of Huixian is at the forefront of Longnan city,Gansu province.At present,two provincial industrial zones,Longnan industrial concentration area and Taihu industrial park,have been built.The Huixian's economic strength has been improved.Up to now,the county has a total of 37 mining and processing mineral resources enterprises.Large amounts of migrant workers are recruited every year as enterprises' growth,which also brings abundant floating population.Therefore,a great deal of subjective and objective issues are faced in fertility management of flowing population in Huixian,which is up against with a train of deep level contradictions.Government and social management is undergoing severe tests,it is imminent to reform and innovate fertility management model of flowing population.This paper takes Huixian County,Longnan City as the research object,adopts literature research,interview and questionnaires investigation to study fertility management of floating population.Firstly,the author interprets the core conceptionof floating population,communal service and fertility management,analyses theory of multi-center governance and the theory of public services' equalization used in this paper,then current situation of fertility management of floating population in Huixian is described.The migrant women of childbearing age in the three industrial zones are taken as the object of investigation.The first-hand survey data are obtained by questionnaire and on-site interviews.The on-site interviews are made among the staff engaged in reproductive management in the three areas where migrant population was concentrated.This paper analyses the accomplishments and defects of the present situation according to current situation of the floating population's fertility management in Huixian.It includes four aspects: the main part of government,non-governmental organizations,employment enterprises and floating population themselves.Finally,drawing on the beneficial experience of other regions,some suggestions are proposed to further advance the fertility management of floating population,such as enhancing department linkage,building partnerships between groups,community organizations and government departments,enhancing the connection with enterprises,converting the perception of flowing population.
