Study On The Performance Evaluation Of Public Service In Universities Under The Ministry Of Education

China's "12th Five-Year","13th Five-Year" plan continuously proposed to establish a scientific performance evaluation system in universities.The evaluation of a university should not only evaluate the level of its development,but also its contribution to society.Based on the public property of education,this paper discusses the concept of educational public service developed from public goods and public education theory.At the same time,we should distinguish between various levels of educational public service,and make clear that the public service in universities is quasi-public goods.Based on the theory of public goods,this paper focuses on the evaluation of the performance of public service in the universities directly under the Ministry of Education.After the theoretical analysis,this paper takes the functions of education,public service,scientific research,social service and cultural heritage as the research object.This paper analyzes the data which each function needs to carry on the appraisal,and carries on the appraisal to the university public service level three levels of evaluation index system.Then using the coefficient of variation method to quantify the index system to compare the strengths and weaknesses of the public service capacity of the Ministry of Education under the index system.According to the results of the ability of the public service of the universities,the preliminary analysis of the results of the calculation of the performance of the public service capacity of universities.This paper is divided into six parts.The first part gives a brief introduction to the background of the topic,and points out the significance of the research on the performance evaluation of public service in universities.Referring to the domestic and foreign research results,the paper analyzes and compares the existing achievements and shortcomings.This paper puts forward the method and framework of the performance evaluation of public service in universities.The second part mainly introduces the basic concept of the public service in universities,according to the theory of public goods,according to the connotation of public service branch,to refine the content of public service in universities.In the third part,according to the principle of the performance evaluation index system,we can choose the index which can be used in the evaluation of public service performance,and construct the index system of the three levels.The fourth part calculates the existing data based on the public service system in universities at all levels of weight calculation.The fifth part is the empirical research on the public service of the universities.Based on the analysis of China's,this paper analyzes the present situation of public service based on the performance ranking of universities in china.Finally,the entropy method is used to verify the results of the first calculation.The sixth part is a summary of the full text,and the reflection of the problems.
