"Accelerating the world first-class university and the first-class discipline construction" is the important measure,which the current Chinese higher education pursues the intension type development,trains the innovative talented person,builds the world first-class university,constructs the higher education power.It is a major project that the government and the university to promote jointly.The proposed "Double First-class" has the historical continuity.Its construction focuses on the world first-class disciplines,and promotes the university as well as the discipline construction difference development.Under the influence of "Double first-class",the disciplinary construction of colleges and universities is characterized by "strong and weak",and there is a phenomenon of optimizing the structure of disciplines and realizing the rational allocation of resources as a subject to the disadvantage of closing,stopping and transferring.At present,the disadvantaged disciplines of colleges and universities not only have limited living space,weakened subject function,but also face the unstable situation of passive adjustment or abolition,which affects the vital interests of related disciplines and teachers and students.Under the background of "Double First-class",it is of great theoretical and practical significance to study the development of disadvantaged subjects in colleges and universities.Through the key analysis of Shanghai,Henan and Jiangsu provinces and the country's 21 provinces and cities,it is found that the current "Double First-class" construction has the characteristics of shorter discipline construction cycle,high pressure and emphasis on the regional superiority,relying on the ranking of subject evaluation,and focusing on the development of the dominant characteristic disciplines in the region,and it has a substantial influence on the development of the disciplinary construction,especially the disadvantaged Referring to the experience of first-class disciplines construction in the world,the disciplinary construction of university disciplines in our country should be from the local to the whole,attach importance to the ecological balance of discipline.The second is to develop the competitive advantage from the peak to the plateau,and to consolidate the foundation of discipline development.The development idea of the disadvantaged disciplines in colleges and universities is the comprehensive manifestation of their school-based,knowledge and humanistic value.The data of the development of disadvantaged subjects in universities under the background of the questionnaire survey were collected.Through the interview method,from the university teachers,administrators and students can solicit their views on the development of the disadvantaged disciplines of the school.Through the case analysis of the subject adjustment under the background of China Mining University "Double First-class",it predicts the development trend of the disadvantaged subjects.The development strategy of the disadvantaged subject in the "Double first-class" background is: The national government should attach importance to the continuity of policy,the instrumental rationality of formal disciplinary evaluation,the establishment of early warning mechanism,and the enlargement of autonomy.The construction of modern university system,macroscopic balance of the various circles of disciplines development;The school should relax the policy to establish a flexible and open subject construction environment,relying on the division system to integrate the disadvantaged disciplines into the dominant disciplines,and constantly create new disciplines to promote the disadvantaged subjects from weak to new,realizing academic power and administrative power.The subject should clear the subject goal and the localization,realizing the positive transformation and relying on the school superiority characteristic development to expand the resources obtaining channels.
