University graduates are national valuable human resources.For Dalian,the "Double First-Class" universities have trained many graduates in foster and expand new driving forces for economic development,developing emerging industries,transformation and upgrading of traditional industries and other fields.These talents will be employed in Dalian,which will provide intellectual support for the transformation and upgrading of northeast old industrial base and the promotion of high-quality development in the "Two Prior Areas".In recent years,Dalian is facing with the problem of the outflow of graduates from the local "Double First-Class" universities,and the trend of the continuous decrease in the number of employment and employment rate,thus affecting the talent resources needed for the high-quality development of the "Two Prior Areas" in Dalian.This article from the government to attract "Double First-Class" policy,talent environment of university graduates,platform building and resource integration perspective,combined with human resource management,public spending,functionalism,incentive theory,the integrated use of comparative analysis,questionnaire survey,case interviews and other research methods,from the "Double First-Class" the present situation of university graduates loss in Dalian,analyses the governmental function in problems and causes,compared the attract famous universities at home and abroad for reference the advanced experience of graduates’ employment,finally proposed the appeal to "Double First-Class" in the employment of graduates work measures.This paper mainly collects datas by means of questionnaire and case interview,surveys the graduates and graduate employment guidance departments of "Double First-Class" universities in Dalian,some employers randomly selected samples,and interviews the 14 districts graduates employment service agencies.Through the questionnaire datas for statistical analysis,the induction summary of case interview content,summed up the "Double First-Class" loss of university graduates in Dalian there are four reasons,then from the improvement of attracting "Double First-Class" university graduates to stay in employment measures,promote regional coordinated development to promote "Double First-Class" university graduates urban and rural mobility,strengthen the relationship between the government and "Double First-Class" universities and employers,integration of resources to form working forces and other aspects of the proposed measures,in order to attract "Double First-Class" university graduates in the academic and practical aspects of reference for the employment.
