Research On Living Circumstances Of Minor Children In Urban Subsistence Security Family

The development of the subsistence security system in China has speed up and achieved considerable success since 1997.However,due to restriction of the basic circumstance,incomplete legislation and fewer sources of poverty relief funds,China has not established a complete urban subsistence security system yet.Worse still,the rural poverty issues have always been covering the seriousness of problems regarding urban issues.Compared with the children in normal family,children in urban subsistence security family are also undergoing a series of different difficulties.A great attention need to be paid to their living circumstances and welfare.This research employed qualitative research as method,which based on the field visits to a X community of Nanjing.With the implemented field visit and interview with four children in urban subsistence security family and four of them in normal family as control group,it gained a great deal of qualitative materials.Inspired by the resilience theory,the paper started from the structure of risk factors and protective factors then analyzed the living circumstances and welfare situation of target group.The research found several particular characteristics in terms of living circumstance of the target group,such as family dysfunction,parents' role unoccupied,stereotype on them which presented negative impacts.On the other hand,the research highlighted the invisible protective net constructed by community,social work service organization and relevant laws.In additional,compared with minor children living in normal family,the distinctions lied in the functions from family supportive system.Based on the conclusion and discussion,the research attempted to provide valuable suggestions both to social workers and policy makers regarding social work practice,subsistence security service and institution construction of children welfare.
