The Communist Party and The Government of Vietnamese regard education and training as a the first priority of the national policies.it's the foundation and force for the industrialization and modernization of the country.It's also a key factor for the sustainable socio-economic development in Vietnam.Cao Bang is a mountainous province which is located far from the country economic centers,yet it has 7 border gates which provide an important advantage in trading between the province and other partners,especially China.In recent years,Cao Bang has performed remarkable achievements in socio-economic development.Education accomplishment is one of those.It has developed in both quality and quantity that meet the requirement in socio-economic development,and expand people's intellectual standard as well.Nonetheless,in Cao Bang Education system,especially,in human resources management,there are still some drawbacks which have negative effect on process of enriching education.This causes the urge of using more effective methods in educational administration and human resources management development and booting the quality of education for the whole country.My thesis uses collective and data analysis methods to study and compare the current state of human resources management in Cao bang education system.There by,I detect and analyze the causes of the remaining problems in the system as they will be shown below:The teaching staff is not synchronized.There is an imbalance in the staff for subject structure presented in the lack of foreign language teachers,physicial education teachers and fine art teachers.The recruitment is not considered properly.There is a part of teachers and administrators who can not master their work and fail to meet the requirement in new teaching environment.There are still noticable phenomena where the shortage of teachers and educational administrators is still existent.Apart form the country strategies,the province has no additional ones in order to attract finest and competent teachers.Supposing to unravel these problems,I suggest some solution as follow:Complete the human resources management planning process.Identify the need of teachers and administrators in the whole province at all school levels.Innovade the recruitment process.This shut be synchronized from identifying needs,admission in pedagogical schools and job opportunities for graduated students.Regular training for teachers and administrators should not only focus on knowledge but also on mastering their pedagogical stills and on students as well.Reform the remunera strategy.There should be a plan to increase the salary for teachers and educational staff.Develop salary strategies that are specific to both salary levels and salary increase for excellent managers.
