Education is the basis of the development of a country,closely connected with people's profits while education equality is an important foundation to implementing the socialist concept of honor and disgrace and promote social fairness.To realize the dream of education equality,balanced resources distribution of elementary education is a vital precondition.The city of Mudanjiang,as a second-tier city with developed economy and culture,has formed a relatively sound elementary education system.With the rapid urbanization,big differences appear in the resources of elementary education between schools in different districts for the reasons of policies,history and concepts,showing the trend of unbalanced development,thus affecting the equality of society and education.Based on the present situation of resources distribution of Mudanjiang elementary education,the article attempts to seek the reasons for physical capital,financial capital and natural resources through the present problems of unbalanced distribution of education resources and put forward some systematic strategies and ways to solve the problem.First of all,through the investigation and research of the present situation of resources distribution of Mudanjiang elementary education,we summarize some main problems,namely lack of the quality education resources,unbalanced education resources between schools,unbalanced resources distribution between the world of education and between groups.Based on the research into the theories of education balance of home and abroad and practice as well as the characteristics of Mudanjiang development,the article comes up with some thoughts and strategies to improve the balanced distribution of Mudanjiang elementary education resources as follows: increase input in education and strengthen the liveliness of balanced development of elementary education;design the school positions in a scientific way to realize the balanced distribution of elementary education resources;strengthen the building of teachers and headmasters and improve soft strength of the balanced development of elementary education;promote running school by laws and improve school quality fully of elementary education;standardize non-government funded schools and advance the balance and equality of elementary education.
