The counselor system of universities in Tibet originated from the liberation of Tibet in 1951.It has a long history of more than 60 years greatly influenced by the distinctive imprint of the times.With a dual identity of teacher and cadre,the counselors,are not only the guider,organizer and executor in ideological and political work,but also the mentor and intimate friend of college students,upgraded in all dimensions of guidance,education,management,service and evaluation.Under the influence of knowledge economy,changes of students and special environment in Tibet,the counselor have great theoretical significance and applicable value for the reunification of China and the education in ethnic areas.The counselors' role has been enhanced under the new situation with the improvement of synthetic quality and structure optimization,that promote the importance of the career.However,it still has some deficiencies which must be resolved,such as fuzzy role,understaffed situation,ambiguous duty,unmatched ability,instability,unfavorable performance of responsibility,hindered progression and so on.On the basis of analyzing the literature and the experience of practice at home and abroad,this paper discussed the profound influence of the special background of Tibet on the construction of the university counselor team,based on the investigation of XZ university,which represents Tibet particularity.The study found that the factors restricting the career include backward management mode,unscientific management,fuzzy role,ambiguity process,lack of expertise background,deprofessionaliztion,personnel management confusion and so on.Balanced Scorecard(BSC)has been inducted in this thesis for the framework of counselors' training and improvement to promote professionalization,balancing the counselor career,personnel training mission in Tibet and students' strong desire,with the tripartite dimensions: “internal process”,“students”,“study and progress”.“Internal process dimension” aims to improve abilities of management and service,to intensify organization construction.The goal of “Students” dimension is to enhance the student satisfaction,employer satisfaction and student growth up.
