Quality education has been proposed since the 1990 s,and it has been more than 20 years.Admittedly,the quality education has achieved fruitful results.At the 19 th National Congress of the Communist Party of China,general secretary again offered to vigorously carry out quality education in order to cultivate the builders and successors for building socialism with Chinese characteristics.Quality-oriented education was again on the strategic position.Aesthetic education is the important content of quality education.Music education is an important means of aesthetic education and has an indelible effect.As an important period for students' physical and mental health development,school leaders and related teachers and parents must firmly establish aesthetic education awareness.But now,lack of time about the music education is the universal problem,which restricts the music education development of primary and secondary schools.The paper uses four research methods: field survey,literature study,interview and questionnaire survey.The subjects are music teachers,students and parents in 10 primary and secondary schools.The first-hand field data are acquired through sampling survey.This article is divided into three parts:the introduction,the main body and the conclusion.The introduction is about background of the article,research value,research status and innovation,research methods.The main part includes analysis of problems,induction of influencing factors and suggestions.The conclusion summarizes the whole thesis.The main body is the important part in the paper.Firstly,this part describes the current situation of the lack of time about music education in Xinyang primary and secondary schools,from four aspects:curriculum,actual class,art activities and social training institution.Secondly,this part analyzes the factors that lead to the phenomenon from those aspects:economy and culture,system implementation,people idea,the teaching level,the evaluation system,the social music training,etc..Finally according to these induce factors,the part puts forward some feasible countermeasures to promote.For music education in the primary and secondary schools,changing concept is fundamental,system is guarantee,education department,school,parents regulation is to promote the education,the construction of teachers team is a condition,evaluation system of the reform of music is a way,standard social music training institutions is added.
