Research On The Development Strategy Of Social Work Institution In The Perspective Of Resource Dependence

With the implementation of reform and opening up, society becomes more diverse, the traditional welfare system can not meet the administrative needs of the community, the Chinese government attaches great importance to the Social Work in Building Harmonious Society. Since 2006 year, the government invested a lot of resources to foster social work institution, it has had a significant effect. In the process of social reform and transformation of governmental functions, the development strategy of social work institution are related with state-society relations, social work institutions development showing a variety of modes, including the government-run institution, social-run institutions and government and society cooperated-run institutions. In the guidance of classical Marxism and Chinese Marxist theory on the relationship between state and society, social institutions in Hangzhou are choosed for empirical research. Depending on the nature of social work institutions and their relationship with the government, social work organizations in Hangzhou can be divided into three types, government-run institutions type, society-run institutions and government and society cooperated-run institutions type. Children’s Welfare Institute in Hangzhou District, Yulu social work studio in Xihu District and MingDe social welfare development center in Shangcheng district are typically three types of cases,this three social work institution were selected for study, through participant observation, semi-structured interviews and focus interviews, resource dependence theory is used to discuss the development of social work institution of this three types,the difference result and its reason. Study pointed out government-run social work institutions lack autonomy, lack of professionalism, inadequate staffing and volunteer social system is not perfect; society-run social work institution’s autonomy is insufficient to achieve sustainable development; government and society cooperated-run institutions type has some advantages, but there are not enough.Studies suggest that government-run social work institutions should enhance the professional level, and improve volunteer system, to achieve independence;meanwhile, recommended that the government should continue to promote social reform, to form a good relationship between the state and society, and create a favorable institutional and legal environment for society-run institutions. In addition,partnerships between governments and social organizations should be strengthened in order to promote the development of government and society cooperated-run institutions.
