Based on the age shift model,the theory of educational equity and the balanced development of education,by using questionnaires,personal interviews and related statistical analysis methods.This paper analyzes the changes of school age population in rural primary schools and their effects in Changde City,Which is in Hunan Province.This paper puts forward the development countermeasure of rural primary education under the policy of comprehensive two children..Population policy is the reproductive policy,fertility policy refers to the national or developed under the guidance of the state to regulate the fertility behavior of couples of childbearing age(including the number and quality of birth)guidelines.China's current fertility policy is mainly that the state encourages citizens to marry late marriage and childbearing,to promote a couple to give birth to a child;meet the legal and regulatory requirements,you can ask for birth to the second child.The specific measures shall be formulated by the people's congresses of provinces,autonomous regions and municipalities directly under the Central Government or their standing committees according to the local economic,cultural development and demographic conditions."Population and Family Planning Law" to determine the current national fertility policy legalization,institutionalization,from the legal basis to determine China's current basic fertility policy.The so-called comprehensive child policy,pointing to the low fertility rate of our country,the number of children and the elderly population accounted for the majority of the population characteristics,at the Eighth Plenary Session,through the "one family of a couple of legitimate couples can have two children policy".People's attitude towards fertility and attitude is the fertility will,which includes three aspects: First,why have children;Second,the birth of several children is the ideal number of children;Third,the child's sex is what.According to the questionnaire survey of the married population of the resident population of Changde City in the 18-45 year old,it was found that 33.33% of the fertility wishes were changed.66.67% thought that there was no change,indicating that the policy of "comprehensive two children" Have a certain impact,and the number of births per year will increase compared to the previous year.Comprehensive two children policy,Changde City,the future rural primary school age population and urban primary school compared to the ever-decreasing state.But Changde City primary school school age population changes and now compared to the population is relatively stable.In Changde City,the number of rural primary school teachers in Changde City is far from the current demand,the number of rural primary school teachers is huge.In the estimation of the demand for primary school buildings in Changde City,it is found that the demand for rural primary school buildings is stable.The study on the influence of the change of school age population on the primary school education in Changde City shows that the change of school age population in Changde City is equal to the demand of rural primary education,the quality of primary school primary school teachers is improved,and the rural primary education environment is improved and the rural primary education Fair demands increase.For the above analysis,we put forward the development idea of "innovation,coordi-nation,green,open and sharing",and then take the countermeasures of the development of rural primary education under the policy of "comprehensive two children" : First,develop quality education;Second is to improve the educational environment,promote balanced development;third is rich rural life,Stable youth team;four is to open up additional channels to support home school.
