Poverty alleviation and common prosperity is an ingrained requirement of socialist system. In “China village poverty alleviation guideline(2011-2020)” it is noted, by 2020 the nation should be assured of sound supply of food and clothing, with guaranteed compulsory education, fundamental medical care and housing services. The increase margin of the net income in poverty area shall be above the national average. The indexes of essential public services shall be close to the national average, and the ever increasing regional development gap shall be contained?. The 18 th Party Congress has newly claimed, that is, to achieve a well-off society in all ways by 2020, with shortening of income distribution gap, continuing expansion of mid-income group, and substantial alleviation of poverty people?. Especially, since the 18 th Party's Congress, the Central Party headed by Mr. Xi Jinping has extended a lot of care to the ethnic groups and the region they are living. In 2013, the central government has increased the transfer payment to ethnic groups-living area by 10.5%. the specific funds for lower-population ethnic groups, the revival of border area to enrich ethnic groups, and ethnic groups charateristic village have increased by 13.1%, 50% and 53.8% respectively.? According to the recent“2012 China Sustainable Development Strategy Report” by Chinese Academy of Sciences, if assessed by 2011 revised poverty standard, there are about 128 million people living in poverty in China. The underlying problems that conflict the poverty areas have not been softened yet. The poverty areas are mostly remote region, with poor natural conditions, fragile eco-environment, outdated infrastructure, refrained industry development, and lack of training and education for the people. Therefore, it is still a daunting challenge to bring an accelerated economic growth to the population in those poverty areas. Among them, the people in border area have their complexities and special characteristics. Most people living in border area are ethnic groups. The poverty alleviation efforts by the government should not only consider the local customs of indigenous people, so as to win the maximum support from ethnic groups, but also to use the poverty-alleviation fund to the greatest efficiencies. How to lift the border area out of poverty and grow at fast pace is a common concern for the government and all walks of life. This paper studies the poverty alleviation efforts against the background of all-around reform in China now. The poverty alleviation efforts should make the efficient economic development as a starting point and focus through a systematic approach. The paper conducts a wide survey through document research and case study, to prove that, it is by converging resources from all sides, to achieve the goal of substantial poverty alleviation. Based on the case study of the Pu'er city of Yunnan Province, with the theories of the factors contributing to the poverty and fight against poverty, and the status quo analysis of poverty alleviation efforts in Pu'er city, the paper suggests a series of policy advices on how to make it more efficient to alleviate the poverty in underdeveloped ethnic groups-living border area in new era.
