Although elements like gender, identity, system of "Danwei", family class, social capital could be great obstacles of one's social status attainment, but in the view of one's career development, human capital can be irreplaceable. The most two important elements of human capital is educational level and working-experience level. With the support of statistics data, this paper reveals the fact that educational level determines "qualitative change" of ones' career development, primarily manifested as comprehensiveness, sustainability and equality. And meanwhile working-experience level perform a function as "quantitative change" which concerns the stability of ones' career development. Effectively, no matter which kind of human capital are all require certain condition to act perfectly. Whether or not access to higher education makes great difference, and for the working-experience level, switch once can be more meaningful. Also these two kind of human capital are linked to each other,the influence of education can be enforced as the working-experience accumulated.All in all, human capital is very potential to break the wall of institutional obstacles and cover the shortage of congenital inequity, so the social vulnerable groups are the most necessary to obtain human capital. However human capital is not performed balance as in salary, position and occupation. Therefore it reflects that in modern China, labor market is not fully vitality and fairness, on the other hand, it still need to be optimized and improved.
