Urban-rural Continuum Landless Farmers’ Employment Security Problems

With the development of urbanization and industrialization, more and more farming lands are being used for urban and industrial construction. At the same time, the number of landless farmers is getting higher. Therefore, the government and academicians emphasize the issues of the development of the landless farmers, especially their employment issue.They considered that the key to living standard improvement is how we can help the landless farmers develop their living standard in the long-term period. However, most of the farmers usually have problems when they apply for jobs. For instance, the scope of available working position is too narrow, the standard of working environment is too low, and employment benefits are not worthwhile. Therefore, the importance lies in how we can help landless farmers to apply for jobs and finish their objectives successfully in a social environment where farmers still have problems with employment guarantee.The author has devoted tremendous amount of time and effort on this piece of work.Firstly, the author overviewed and analyzed the domestic and international researches about employment issues of the landless farmers. The author then collected the information from‘MO’ village, Qingxiu district, Nanning, Guangxi province, in order to understand the situation of the government who executed its rights to use the lands, employment situation of landless farmers, employment support services of the village and government employment support policy.Secondly, the author pointed out that landless farmers have problems in regards to employment issues apart from the first reasons which include: the incomplete development system of the village, limited resource for employment support, and low service effectiveness and efficiency. Moreover, the second reasons which are more important include:the limited system, ability and duty of the government and the employment support of the village. Therefore, landless farmers have employment issues consisting of two sides: first,the farmer themselves, the other, the government, marketing, and society. One side is that these famers have their own problems when they are applying jobs which include their perspective on employment, education, working skills. Another is the impact which the government, market and society have on these farmers’ employment issues. Therefore, the solutions to how to help these farmers adapt to the changing environment and improve their lives after losing the lands is solving these farmers’ employment issues successfully.In the end, the author thought the solutions to the employment issues of landless farmers can be summed up as follows: 1) change the perspective of such farmers and encourage them to seek their own work. 2) improve the standard of the village employment service. 3) support the government to implement policies to guarantee employment for such farmers.
