In the process of training and development of scientific and technological human resources in China,how to implement effective incentives is very important,in order to give play to creativity and construction of scientific and technological human resources,we must improve the performance of science and technology activities and promote social progress,it is the key factor of promoting economic growth.This study is good for enriching the incentive theory of scientific and technological resources,the incentive system could be better by this,the guidance of normative and stimulating practice has a certain significance.In this paper,on the basis of the integration of relevant human resources incentive theory,the integrated use of literature,comparative analysis,historical study method and questionnaire.The policy,legal norms,the incentive mechanism are three main aspects of the article,The author summarizes the scientific and technological human resource value incentive system in our country,with the continuous development of historical experiences and achievements of today.Then with the combination of questionnaire data,Intuitive understanding of people for the current domestic scientific and technological activities or people who have the potential to engage in these activities,the focus and sides of scientific and technological human resource value incentive system are mentioned.Research has made the following innovative results:(1)By the analysis of the field of talent management system construction,and the method of domestic and foreign human resources incentive theory and research,the author discusses the significance of science and technology human resource' value and the value of the construction of the incentive system,the incentive theory is expanding and deepening;(2)Marx's view of human all-round development,and domestic leaders' talent incentive ideas are combined with the historical process of the value of scientific and technological human resource value system in China,the purpose is to emphasize the guiding function of the thought on the concrete practice;(3)Considered with scientific and technological talent value experience of the construction of the incentive system in the developed countries,in China,the conditions is summarized,mainly means: legal norms lack systematicness,policy' orientation is not comprehensive,the problem of incentive mechanism is not sound.Measures of improvement are proposed according to local conditions;(4)With good technical resources' sharing platform,we may create a loose dynamic research environment,ideological education can be used to improve the scientific and technological personnel overall quality level,these are four aspects to improve the scientific and technological human resource value incentive system.They are also the supporting measures of the construction of the incentive system,guaranteed the practical feasibility of incentives' incentive effect,We can use these measures to strive to build a well-functioning incentive system of scientific and technological human resources value system.
