Analysis Of The Operational Efficiency And Its Influencing Factors Of The Family Forest Farm

With the basic completion of the reform task of “clarification of property right and contract household”in the collective forestry property right system reform,the households' contracting right has been basically stable and their desire to develop the forestry has been generally increasing.Under the practices in different places,new forms of operations such as all kinds of family forest farm come forth continuously,which revived and powered the development of the forestry.Family forest farms are constantly emerging,however,there are not enough domestic researches on the family forestry farm.There are few researches both on the definition of family forestry farm as well as its development present status.While the researches on its operational efficiency is nearly blank,especially its empirical research.This paper not only points out the position of the family forest farm in the forest management system,but also gives out the definition of the family forest farm by combining the theory and practice.First,this paper theoretically analyzes the operational efficiency and its influencing factors of family forest farm and puts forward 4 relative hypotheses,which are “household can improve the operational efficiency by setting up family forest farm”,“the higher family forest farm's share of the total family income,the higher operational efficiency ”,“the higher family forest farm labor force proportion,the higher operational efficiency” and “the more concentrated the family forest farm land scale,the higher operational efficiency”.Second,it sets up a DEA model by using the monitoring data of the reform of collective forest ownership system collected by the Economic Research Center of the State Forest Bureau,calculates the operational efficiency of the sample households and takes it as the explained variable to build up a DID model,therefore testifies the hypothesis of “household can improve the operational efficiency by setting up family forest farm.”By establishing a Tobit model,this paper testifies the three hypotheses,which are “the higher family forest farm's share of the total family income,the higher operational efficiency ”,“the higher family forest farm labor force proportion,the higher operational efficiency” and “the more concentrated the family forest farm land scale,the higher operational efficiency”.Beside,according to the result of the Tobit model,this paper finds that the higher family income of tho households,the higher operational efficiency of their family forest farm.Last but not least,according to the research results,this paper brings forward four policy suggestions: First,all levels in the forestry sector should issue the guidance on cultivating the family forest farm as well as clarifies its development strategy.Second,arranging the special support funds on family forest farm so as to provide more support to this project.Third,reasonably guiding the scale development of the family forest farm.Fourth,strengthening the cultivation of the professional forestry households.
