The working report of Chinese government in 2015 pointed out that the " Volkswagen entrepreneurship, innovation Peoples" should be the two "engines" to promote the Chinese economy. The concept of "Volkswagen entrepreneurship, innovation Peoples" would be an important principle of the government policy in the future. Within such background, the study on the entrepreneurship of returned rural migrant workers becomes an hot topic attracting both the government workers and the relevant theorists. In this thesis, we put our special attention on the case of Oujiangcha in Yiyang City, Hunan Province in details. First, we performed a survey of the entrepreneurial status of the returned rural migrant workers in the town. Based on the survey, we performed a systematical analysis on several aspects, including the motivation, the characterization, the method and the supporting policies. In the analysis, we summarized the main obstacles to prevent the success of the business of the returned rural migrant workers in Oujiangcha.We pointed out the possible impacting factors, and gave out the policy suggestions to resolve the raised problems, which can be a good reference in designing supporting policies for the Oujiangcha government. It can also be a useful reference for other government to address the similar problems in new rural construction procedure.In specific, in order to overcome the poor knowledge/technology of the rural migrant workers, to rich the way of entrepreneurship, to strengthen the competition on the market, to improve the weak risk-resisting ability due to lacking of financial support, and to address the problem of information blocking, we proposed to strengthen the business guidance and training, to increase financial support, to innovate financial service mechanisms, to strengthen the information guidance as well as other policy recommendations.
