| In the background of new era, an new-type urbanization is fully promoting by the government along with mass entrepreneurship and innovation. The major responsibility and primary goal for governments at all levels regards to enhance the economic development among regions and increase people's income in rural areas. In 2015, the total number of rural entrepreneurs in our country reaches approximately 200 million, including returned rural migrant workers. Base on their migrant work experiences, they have gained resources like techniques, funding and projects. Therefore, the entrepreneurship activities of returned rural migrant workers are being paid extra attentions. To effectively increase the multiplicative effect of'one worker coming back can lead the region to rich', it also requires good entrepreneurial social atmosphere by local governments, positive financial supports by financial institution as well as constantly improvement by rural workers themselves.The study has chosen ecological tour city Dujiangyan as object to study its supporting of entrepreneurship funds for returned rural migrant workers. Through literature review and sufficient preparation, the study has comprehenseively applied dual economy structure, rural finance, famers' financial needs, public fiscal and other theories. First, generate consulting outline. Through interviewing Dujiangyan government and related departments, it summarizes the generating of supporting policies for local rural entrepreneurs. And it found deficiencies in existed system. Next, according to the interview results, the demand features and some affective factors of entrepreneurship funds are obtained through questionnaire and empirical approach. And the real demands have been revealed. Last, basing on the result of above discussion, an optimal entrepreneurship supporting fund strategy is proposed from three perspectives, namely government, financial institutions and rural workers who start up business back home.The study shows that entrepreneurship fiscal support system for rural workers who return home to build their careers in Dujiangyan needs to be improved. The main problems can be described as following:1. The government does not adjust measures to local conditions to make more policies to support fund raising. Some entry requirements do not match rural workers'facts. As the result, it reduces the possibility of successful application.2. Due to different causes, such as entrepreneurship size, field, period of operating cycle and rural workers'characteristics, different financing types are needed by these rural workers. Whereas, current credit/loan products provided by financial institutions are too monotonous, lack of potency and less targeted.3. Returned rural migrant workers are still in the great demand of capitals. What's more, the source of financing is very monotonous and thereis stillroom of awareness for finding funds in formal ways to be improved.At the end of the study, it suggests strategies to develop entrepreneurship supporting funds for returned rural migrant workers in Dujiangyan city considering the existed problems as following:1. The government is supposed to enrich the form of policy propaganda, simplify the examination and approval procedures, encourage the development of local comparatively advantaged industry. Meanwhile, it can set up the "Returning and Nesting" venture capital, increase the supportingstrength in the embryonic stage of entrepreneurship and develop financial management training education.2. Financial institutions should improve the efficiency of financial services,optimize the financial products, explore innovative mortgage guarantees, increase the types of credit products and financial literacy efforts.3. Migrant workers themselves should try to combine the characteristics of the industry to start a business and apply for government subsidies. Also, private lending has to be standardized. Some day in the near future, they can even consider the new fund-rising models like internet financing to boost a business. |
