With the development of world economy, inbound tourism has become a new focus of international tourism development, but Chinese inbound tourism developed slowly in recent years. There are so many policies which are good to the inbound tourism,such as the State on promoting tourism reform development of several views, the work report of national tourism workshop, and "the Belt and Road" strategy. According to this, Sichuan province tourism workshop proposed that Sichuan province will full build Sichuan tourism economic upgrade version, the Government of Aba also proposed to construct the international tourism destination. But there are so many limits for it, such as the distribution of tourism resources, the difference of transportation construction, the level of reception facility, the lack of tourism professionals. Through summarizing the defect of previous studies, this paper applies the method of Spatial and Temporal theory to analyzed the Characteristic of Spatial and Temporal of Aba, and proposed several strategies which can promote the development of inbound tourism of Aba.This paper is divided into three parts. The first part is the introduction section. Which Includes Background, relevant research results and the method of this paper.The second part is the analysis part, In this part, the geographic profile, resources profile, the profile of inbound tourism development, and location conditions of Aba are analyzed firstly. Then I use years inter structure and months inter structure to study the Spatial structure features of Aba. Then using System poly class method, geographic concentrated index and Variation coefficient to find the temporal structure of inbound tourist tourism. Finally I use the pro-competitive state indicators to analysis ABa Inbound Tourism Market.The third part is the analysis of reason and countermeasure. Firstly I analyze the external factors basing on geography, economic development level, international environment and policy, and the internal factors basing on tourism resources, the level of economic development, location factors and policy. Then according to The Characteristic of Spatial and Temporal of ABa and resource status, I propose six countermeasures for promoting the development of inbound tourism in ABa.
