Along with the gradual globalization, formation and perfection of China's socialist market economy system, the Chinese economy has been developing prosperously, among which, the orderly development of foreign trade industry is playing a more and more important role. However, the global economy is still under the shadow of recession at present. The deflation policy and continuing high unemployment rate caused by European debt crisis lead to further slowdown of global economy. This paper aims to formulate proper corporate development strategy to improve the efficiency of operating decision through both external and internal analysis on Shanghai Longyi Import and Export Corporation. Furthermore, this paper tries to generalize in practice a more effective development strategy for all small and medium-sized steel export companies.This paper analyzed the new situation of China's steel export enterprises and the characteristics of Chinese small and medium-sized steel exports companies. Base on Chinese small and medium-sized steel exports enterprises, it analyzes the external environment and base on in-depth analysis of internal environment as well as the external threats of steel export companies through Porter's Five Forces Model. By the use of SWOT, this paper formulated the general development strategies and the basic competitive strategies for Shanghai Longyi Import and Export Corporation. Shanghai Longyi Import and Export Corporation takes integration strategy in medium term while diversified development in long term. The company has developed a few supporting measures to ensure the smooth implementation of the mentioned strategies above. For example, rearranging the organization structure, intensifying human resource management, improving service quality, strengthening business management, building corporate culture, expanding in emerging markets, incorporating small steel firms from downstream and exploring the upstream overseas M&A mode.
