Because of the significant positive effect on economic growth, industrial agglomeration has become an important means of regional and national economic development. As a leading industry in sustainable economic development, high-tech industry has become the inevitable choice of a region and the countries to optimize the industrial structure and enhance the competitiveness. It is rich in relevant research to study the industrial agglomeration and high-tech industry efficiency/ productivity and their influencing factors, analyze problems and find ways to improve industrial agglomeration degree andefficiency / productivity.enriching the research about comparative advantage of factor endowment in industrial agglomeration,Firstly, this paper measured the industrial agglomeration degree of 20 typical manufacturing in southwest China from 2005 to 2014 based on the EG index, and results of the average degree of agglomeration indicatedthat the southwest region's overall industrial agglomeration degree has declined slightly, and there are significant differences in the agglomeration level between different industries. The analysis from the perspective of industry-specific showed that there are agglomeration both in resource-intensive and technology-intensive industries in southwest.Secondly, the efficiency analysis of output-oriented DEA-BCC model showed that the mean efficiency of the high-tech industry in southwest is relatively low. The decomposition efficiency analysis revealed that low pure technical efficiency is the main cause of low technical efficiency; projection analysis showed that the input redundancy and output deficiency problem is widely exist in south-west region high-tech industries, and the investment is mainly in fixed-asset investment, and it is a big challenge for southwest to increaseoutput of the high-tech industry.Thirdly, the paper used DEA-Malmquist to analyze TFP of high-tech industry from a dynamic perspective. The results showed that during 2005 to 2014, the growth rate of TFP of five high-tech industry in southwest is increasing; Decomposition of TFP indicated that the increase of high-tech industry is mainly due to technological change.Based on these studies, the paper made a deep research on the relationship of the agglomeration degree and TFP. In addition to industrial agglomeration, the paper also selected R&D strength, personnel strength and government support as the other three factors, and found that industry agglomeration and high-tech industries have a high correlation by gray correlation analysis,and the government support can robust the growth of high-tech industries' TFP. So it is enlightened that the development of high-tech industries needs to take the path of agglomeration.Finally, the paper proposed several policy recommendations to improve the industrial agglomeration degree, theefficiency of high-tech industries and TFP growth rate based on the above conclusions.
