A Research About Withdrawal Of Low-Rent Public Housing In Putuo District Shanghai

Low-rent public housing is an important component part of the government housing policy in China which is comprised of low-rent public housing, affordable housing and public rental housing. As the economy and society have rapidly developed, the public focus on low-rent public housing in which public resources are shared by a small part of people, and requests more on equitiy of policy-making and execution process of public policy whose target group is people with low-income and housing difficulties, especially criticize on public resorces occupied by some people who should be rejected by public policy.Shanghai has established low-rent public housing system which works by offering rental subsidies mainly or residence with low rent as auxiliary since 2001. It has expand areas to cover more people, raised standards to pay more subsidies, and: contributed to social stability and residential improvement. However, there are difficulties with withdrawals because of imperfection of laws, polices, paths, methords during processes of the system.This paper takes Putuo Distric Shanghai as an example to research about withdrawal of low-rent public housing. It tries to discuss from legal basis, barriers, standards, review, measures of withdrawal by using methods of questionnaires and interview, conclude the state and problems, analyze the reasons and raise suggestions of withdrawal of low-rent public housing in Putuo Distric Shanghai. The first chaper states the background, explains the significance of the research and also summarizes the domestic and foreign researches on withdrawal of low-rent public housing.The second chapter illustrates definition of related two key phrases - low-rent public housing system and withdrawal mechanism, and analyzes the theoretics of Maslow's hierarchy of needs and Nakinson's reinforcement theory as a basis of the paper.The third chapter hackles the background and the history of low-rent public housing in Putuo Distric Shanghai. The forth chapter researches and analyzes the state of withdrawal of low-rent public housing in Putuo Distric Shanghai through methods of questionnaires and interview.The fifth chapter concludes the problems of withdrawal of low-rent public housing in Putuo Distric Shanghai, and analyzes the reasons of the lack of force, the dislocation between beneficiaries and target group, the difference between demand and subsidies, poverty after withdrawal, low probability of withdrawal, low willingness of withdrawal, and so on.The sixth chapter raises useful suggestions on the basis of above sections to resolve the problem of withdrawal of low-rent public housing in Putuo Distric Shanghai.
