Because of the natural conditions, ecological environment, facilities, regional development strategy and other factors, western region's economic and social development is far below the eastern regions', so the weakness of its self-development capacity and poverty is also a prominent problem. At the request of building moderately prosperous society until 2020 and the advantages of poverty alleviation, how to achieve poverty alleviation and regional development is an important issue for the development of poor regions in western. Moreover, to solve the problem of poverty in western China, it is not just to solve the basic subsistence and increase income, it is difficult to achieve the overall economic level and improve the quality of living in the traditional financing and project support mode. Therefore, from the perspective of industry development, the main research object of this article is poverty areas that how to leading the drive for regional development through the development of industrial parks and how to solve practical problems in western poverty areas while exploring the theoretical research into industrial poverty alleviation.This article adopted qualitative analysis method, from the current situation characterized by industrial development in poverty areas and starting the practical needs of the industrial park, researched some related issues, identified the importance and essential requirements of industry development of industrial park in poverty areas to poverty alleviation and development. Then it selected the suitable direction of industry development of industrial park in poverty areas. By combing the domestic and foreign industrial park general pattern of industrial development, dividing the pattern types, then according to the poor areas development characteristics and requirements, the article chooses the right pattern by using multi-objective decision and factor analysis method. At last, from the path direction and implementation, combining with the Dingxi economic and technological development zone, using mathematical analysis methods and by researching, proposed a high-end extended, comparative advantage and clustering developed implementation path.According to this article, there are some following conclusions:(1) To solve the problem of poverty in western China, it is not only to increase the income level but also to Improve the self-development capacity in order to achieve sustainable poverty reduction, industry is the driving force of regional economic development, industrial parks is the core carrier of industrial development, thus, by industrial development of industrial parks to promote regional economic development, so as to realize the income level, it is an effective way to solve the problem of poverty in the western. (2) The core issues of industry development of industrial park in poverty areas are selection of leading industry,developed patterns and study on path. Developed patterns leads the industry development of industrial park, development path decide the implementation of industrial park. The patterns for development in poverty areas including industry cultivation, undertake transfer and compounded pattern between superior enterprises and small and medium-sized enterprises. Development path includes the choice of development direction and path dependence of different patterns, with high-end extended, comparative advantage and clustering developed implementation path in industrial training pattern. (3)The development directions of industry development of industrial park in poverty areas should be selected considering the requirements of regional development, and also consider the efficiency, cost, policy and other aspects.
