Research On The Impacts Of Human Capital On Citizenization Ability Of Migrant Workers In Chengdu

The rapid development of industrialization and urbanization in China has spawned a large number of migrant workers, who plays an important role in the process of urban construction. But due to various obstacles to the social system, our country has not set up social security system for migrant workers, migrant workers has become the edge of the city. In order to promote migrant workers'citizenization, the government has developed a number of strategies and policies. To the end of 2015,25 provinces have planned the reform scheme of the household registration system. Therefore, with the external conditions of migrant workers citizenization gradually improved, human capital became the key to improving citizenization ability. This paper build up the research structure, basing on the research of related theory, And reveal the acting path how the human capital finally influence citizenization ability of migrant workers by establishing the structural equation model. Details are as follows:(1) With the combing of correlative literature and the characteristics of migrant workers in China, the paper establish the research framework that included primitive human capital, incremental human capital, urban-living ability, right protection ability and the ability to integrate into the city.(2) Based on the the investigation data, the paper summarizes the present conditions of migrant workers'human capital and citizenization ability. we found that the migrant workers are living in a difficult environment and on the fringes of society. They lack of basic knowledge of laws and regulations, they can not fight for their own rights and interests and they also can not integrate into the city. Besides, migrant workers has a low level of human capital stock. The education level of them concentrated in junior high school cultural degree, and has low migrant workers training participation. They get the labor skills from hands-on exercises.(3) Using the Factor Analysis to identify variables, and building the Structural Equation Model. The results show that the original human capital stock has significant impact on urban life capacity, and can indirectly affect the ability to integrate into urban. Secondly, the Incremental human capital has a significant impact on ability of right protection and the ability of urban integration. So the conclusion of the study as follows:the education and health can improve the urban-living ability, urban integration ability. But has no significant effect in the right protection ability. Working experience and training is an important way to promote migrant workers incremental human capital, which is benefit migrant workers to adapt and integrate into the urban. But it fails to improve the basic living abilities of migrant workers.At last, Combined with the above analysis, this paper put forward some suggestions as follows:Firstly, increase the training investment, and establish perfect training system and mechanism for the migrant workers. Secondly, opening employment platform to promot the exertion of migrant workers' human capital efficiency. Thirdly, improve the medical and health security system of migrant workers. Finally, Set up a reward system to strengthen the sense of self empowerment of migrant workers.
