With a resources-based economy model, Jinzhong's industrial development has long been relied on natural energy. The rapid development of resource-based industry is mainly resulted from an advantage on natural resources and the energy-consuming industrial pattern. It remained all the same that the industry is low-level, spread out and weak in competiveness, thus leading to a severe dualistic structure system of urban and rural areas and the agricultural development which is still in a primary stage. As a result, in Jinzhong, the development of the new model for industrial development, urbanization and agricultural modernization is unbalanced and inharmonious. This paper begins with a theoretical elaboration and explanation on the new model for industrial development, urbanization and agricultural modernization in Jinzhong, with which as a base to demonstrate the importance and current level of coordinative development of these three aspects. The following part deeply explores the status quo and problems of the new model for industrial development, urbanization and agricultural modernization in Jinzhong. AHP(the Analytic Hierarchy Process) will be utilized to assess Jinzhong's current situation of the new model for industrial development, urbanization and agricultural modernization. Lastly, this paper analyses the major factors that affect the new model for industrial development, urbanization and agricultural modernization. This part also includes strategies for the three aspects mentioned above. In Jinzhong, the new model for industrial development haven't exerted an obvious effect on agricultural modernization and urbanization. Agricultural modernization has lagged far behind industrialization and urbanization.
