Research On Water Safety Assessment Of Guanzhong Urban Agglomeration

Water is not only a kind of indispensable natural resource for the survival and development of human beings and other living creatures, but also an important element of ecological environment. With the rapid growth of global population and the development of economic and social, human’s demand for water resources is also increasing. Water crisis, including the shortage of water resources, pollution, has had a significant influence on our country’s food security, ecological security, economic security and even national security. The assessment of water security is a prerequisite to solve the water crisis. At present, there are many fruitful studies on regional and basin water security assessment. Many fruitful studies on regional and basin water security assessment have been made. As the largest urban agglomeration in the northwest region of China, Guanzhong Urban Agglomeration has a high coincidence with the geographical unit of the Guanzhong Plain, Wei River basin and so on.Undoubtedly, water is of great significance to the sustainable development of the urban agglomeration in the arid and semi-arid regions. At present, the water security situation is generally good in this region and water resource utilization efficiency is in continuous improvement. However, in the background of rapid economic development and ecological civilization construction, the water security and water environment of Guanzhong urban agglomeration still face a lot of pressure as follows:the total amount of water resources is relatively insufficient and of uneven distribution both in time and space; Water resources is wasted seriously, and there is a great gap between the Guanzhong Urban Agglomeration and developed countries or regions in agricultural, industrial and urban domestic water utilization efficiency. The problem of water resources pollution is still serious. What’s more, the water ecological environment is fragile, and the pressure of restoration is pretty big. Water safety is not only an important prerequisite for human survival and development, but also the basis to realize the sustainable development of the Guanzhong urban agglomeration. Realizing the coordination of water ecological security and economic and social development is the key to achieve economic transformation and green economy in the western region. Therefore, this paper takes the Guanzhong Urban Agglomeration as an example to study the water security assessment, which has a very important theoretical and practical significance.In this paper, the author choses Guanzhong Urban Agglomeration as the research subject. After combing and learning a lot of relevant research results about water security, the author analyzes the water resources situation of five cities in Guanzhong Urban Agglomeration, and then establishes a water security assessment system combined with fuzzy mathematics method, which pays more attention to the humanity, ecology and sustainable development. Through the assessment and comparative analysis of cities’ water resources security in Guanzhong Urban Agglomeration, the study found that, the water security rating of Guanzhong Urban Agglomeration changes from "Unsafety", "General safety" to "Safety" from 2008 to 2013. That is to say, in recent years, the water security situation of Guanzhong Urban Agglomeration has improved on the whole. However, its internal coordination and stability needs to be further advanced. Next, the author put forward the corresponding countermeasures. The purpose of this study is to strengthen the security early warning of water resources, awaken people’s awareness of water resources, realize the sustainable utilization of water resources, and promote the coordinated development of social economy, ecological environment and resources.
