Research On Quality Supervision Of Flood Control Engineering In The Lower Yellow River Of Shandong Province

The hydraulic engineering is the basal infrastructure of China.China has constantly increased the investment of the hydraulic engineering infrastructure in recent years.How to enhance quality management had become a central subject for the hydraulic engineering construction.The construction system of the hydraulic engineering was supervised by the government,which were constituted by the inspection system of project entity,the control system of supervision entity and the quality management system of construction entity.The supervision of quality of engineering is very important for the quality management system.This paper explicates the conception and workflow of the supervision of quality of hydraulic engineering under the condition of flood control project construction of the lower reaches of the Yellow River.In addition,by comparing the merits and demerits of the Full-time Supervision organization and Supervision Service purchased by government,the Game Theroy Models and the Analytic Hierarchy Theory Models were put forward basing on drawing lessons from the domestic and international advanced experience of supervision of quality of engineering and analyzing the principal problems of supervision of quality of engineering.The applicability of the theory was thorough analyzed on the flood control project construction of the lower reaches of the Yellow River and the prioritization schemes was put forward.Then the more appropriate supervision methods of quality of engineering were proposed.And the full time organization management style of supervision of quality of engineering was chose.The balance matrix form organization structure was chose to take as the foundation of supervision of quality of engineering.The talent distribution was the important safeguard measures to develop the supervision of quality of engineering.In addition,the differentiation supervision was the important style to develop the supervision of quality of engineering.Besides,others measures were taken at the same time,such as the target assessment and expenditure control,which were the driving,force to develop the supervision of quality of engineering.
