While the new appearance of public culture in the new rural community is an important indicator to measure the development of rural culture, which provides the necessary public cultural services for the peasants during the new period. It confronts with the developmental standard of spiritual civilizations construction and development among farmers. In the fifth Plenary Session of the 18 th CPC Central Committee the concept of social governance fine was put forward. Guiding the public cultural management of new rural community with this concept is an important symbol of the modernization of social management system and conforms to the special national conditions in our country.Nowadays the public cultural management of the new rural community in our country has many problems. How to solve these problems is the main content of the study. The first part discusses the relevant concepts from an academic and theoretical basis of the new rural community public cultural management.And Social governance refinement of the concept of governance made in detail.The second part of this article for a new rural community of Shouguang City, Shandong Province, made a survey discusses the status of the new rural community public cultural management, summed up the new rural community public culture management problems, analyze the causes of problems. The third part, to the refinement of social governance philosophy as the guiding ideology, to promote the new rural cooperative management of public cultural communities through the promotion of government management system innovation, build a diversified financing channels, strengthen the system of public cultural value of community-building of farmers, improve our public cultural management level.
