Research On Urban Grassroots Governance Reform

The third plenary session of 18 points out: "comprehensively deepen the overall goal of the reform is to improve and development of the socialist system with Chinese characteristics, promoting the modernization of national management system and management ability." Urban grassroots governance as an important content of grassroots governance, governance transition and governance system in the country occupies the important position and plays a key role affecting global. Therefore,academia and government practice department of urban grassroots governance reform direction and path of the discussion. Revoking the sub-district office as street system reform and a beneficial exploration and attempt, the urban grassroots governance structure and governance system had a positive effect.From the current situation of urban grassroots governance reform in our country, Tongling city,Huangshi city, and Guiyang city is the first attempt to the revocation of street agency reform throughout the city area, and formed the unique characteristics of the local mode, "a club house" reform "the super-ministries reform model" and "more than a club house" reform mode. So, this article selects the Tongling city, Huangshi city, and Guiyang city as the object in the study, by investigating the three places Streets system reform, analyzing the basic content of the reform of three patterns of performance and the similarities and differences, discuss revoked street agency may meet the difficulties and risks in the process of reform, thinking to realize the transformation of urban grassroots governance structure and the direction of system reengineering.This article is divided into six chapters. The first chapter: introduction. Mainly review and combing the domestic and foreign related research results, put forward in this paper, the research significance,core concepts, research objects, research methods and innovation and deficiency. The second chapter:the plight of urban grassroots governance system and local innovation. Major listing dilemma of the street committee system and outline the grassroots governance innovation initiatives. The third chapter:cancel the street agency of three models. Main investigation of Tongling city, Huangshi city, and Guiyang street system reform and the advancing process, summarized them to cancel the Outlines of the sub-district offices and concrete steps. The fourth chapter: three kinds of reform model of performance evaluation. Main statistical Tongling city, Huangshi city and case summary of Huiyang city revoked street agency reform, performance of system reform and the transformation of scientific interpretation and comprehensive evaluation of each factor, and then to explore the influence of system transformation of reform performance size. The fifth chapter: the comparative analysis of three reform mode.
