Study On Legal Countermeasures Of Wetland Protection In Heilongjiang

Wetland,an essential part of ecosystem,is of great significance to both ecological balance and the existence of humankind.Wetland,forest and ocean are called three global ecosystems.It is a hot issue of the world today that how to reasonably exploit and protect the wetland.The wetland area of the Heilongjiang river basin accounts for more than 10 percent of China's total national wetland area.The wetland of Heilongjiang Province is characterized by its rich numerous types and plentiful species.These features play a crucial part in maintaining food security and ecological environment protection.There is no denying that the wetland in Heilongjiang province has the value and function which are not replaceable.Unfortunately,we have to admit that wetland resources in Heilongjiang province and its function have been seriously damaged in the last few years.The reason causing this kind of phenomenon is complicated,like being lack of relevant laws and regulations,the blind development of industry and agriculture and urbanization.What is more,the whole province people's wetland protection consciousness is still weaker.The destruction of the wetland in Heilongjiang province has constituted a threat to the ecological security and economic sustainable development in our country.Therefore,it is urgent to implement the wetland conservation in Heilongjiang province.Based on the situation and the legislative defects of wetland protection in Heilongjiang province,this dissertation combines the domestic and foreign successful wetland protection experience,adopts the method of combining legislation and law enforcement to resolve the problems in the process of wetland conservation.The central topic of this paper is clear,that is,to constantly improve the laws and regulations of wetland protection in Heilongjiang province.In other words,we should establish a more sound wetland protection legal system.This thesis is composed of five chapters.The first chapter covers the research background of this paper,the purpose and significance of the research,the current situation of wetland research at home and abroad.The second chapter is the introduction of basic situation of wetland resources in Heilongjiang province.The third chapter analyze and summarize problems and deficiencies of legal protection of wetland in Heilongjiang province from two aspects of legislation and law enforcement.The fourth chapter describes the experience of wetland protection at home and abroad and its enlightenment to our province.The fifth chapter is the core part of the paper,it puts forward the concrete legal measures to perfect the wetland legal protection system in Heilongjiang province.
