At present,China is in the great practice of administering the country according to law,and to promote comprehensively the rule of law is a systematic project as well as a broad and profound revolution in the field of national governance.It is not only an objective social phenomenon,but also a process of subjective cognition and awareness where all social members consciously take part in.Only the conscious action of all social members can the ideal of state under the rule of law be transformed into the daily life of citizens.The rule of law can not be achieved in a day,especially in China with a history of feudal rule for more than two thousand years whose social subjects generally lack the concept of rule of law.Western countries with a long history of the rule of law can successively advance the rule of law in the support of concept,in comparison,that is what China is short in.Migration and transition of the quality of the citizens is the foothold that the society under the rule of man paces towards the rule of law,in the final analysis,the lack of the subject-“person” in the concept of the rule law has become an important obstacle to the implementation of the rule of law.In this sense,only starting with the“person”--main factor of society,to accelerate the subject's unprecedented awakening in ideological aspect of and to establish the inherent power-consciousness of rule of law as to support the construction of the rule of law as well as to arouse the belief and emotion the rule of law in main body are essential to promoting the construction of the rule of law.Whereas,main body are essential to promoting the construction of the rule of law.Whereas,ideological and political education can play a great role in this respect,it can enhance the awareness and quality of citizens,strengthen the modern legal concept of and the belief of the rule of law in citizens,effectively play an active role of the main body in institutional construction and social development,lay a solid ideological foundation for the construction of the rule of law and promote the sustainable development of rule of law by means of instillation,training,education and so on.In terms of the train of thinking,this paper is divided into four parts:The first part of this paper firstly expounds the theoretical basis,the connotation and the structure of the elements of the consciousness of the rule of law;secondly,it analyzes the current status of the rule of law in our country at present;finally,it states the necessity of cultivating the consciousness of the rule of law.From modern society,the Social transition period etc.four levels,the second part analyzes the important role of ideological and political education in the cultivation of citizens' awareness.The third part analyses the problems of ideological and political education in the process of cultivating citizens' awareness of law,which can find the breakthrough for the enhance the effectiveness of ideological and political education.In the fourth part,this paper explores the solution to improve the effectiveness of ideological and political education in the face of new problems and new challenges,which promotes ideological and political education to give a better service for the cultivation of citizens' awareness of the rule of law and the construction of the state under the rule of law.
