Poverty is one of the most sharply problems in the world. Poverty problems not only conducive to the development of human beings, it is also a threat to the stability and peace of the world. Most developing countries tried their best to eliminate poverty since they became independent countries. However, poverty is still very serious. Global poverty population is still on the increase. It is a problem we have to think about that what we can do to make our poor governance faster and more efficient.India is a huge developing country that who has a long history, splendid culture and a large population. India began to implement economic liberalization and opened to the outside world since 1991. After that, Indian social economy had a rapid growth and the economic situation is getting better and better. India attracts more and more attentions from other countries, and became one of the BRICS. As such a populous country, India has to face the poverty in the process of development. Serious poverty is not only conductive to the improvement of living standards of people in India, it also affect the implementation of India's power. All previous Indian government tried their best to eradicate poverty and they also have the success. The Indian government made what policies for governance of poverty, from which aspects, India's poor governance can provide what kind of enlightenment for developing countries, these can be the research emphasis in this paper. Based on the simple combing of poverty theory and the world's poor governance theories, and reading and summary of some literature, the author began his study. The author analyzed the current situation of Indian poverty from such aspects:income, education, health and infrastructure conditions. On this basis, the author began to analyze the restriction of poverty on people's living standards and India's superpower status in the world. The author also tried to find the cause of poverty. The author hold the point that the main reason of India's poverty is as the following points:the influence of history and culture, rapid population growth and the government is inefficient. Then, the author analyses the practice of Indian government in poverty governance. The Indian government did these things:land reform, lending reform, to create jobs, the utilization of foreign capital and to strengthen the construction of infrastructure.The author thinks that, India's effort in poor governance not only made contributions to world poverty reduction, it also provides some enlightenment for developing countries. The first one is that reasonable allocation of rural land is the institutional guarantee in poor governance. Secondly, the reasonable structure of population plays an important role in poverty governance regulating. Thirdly, Eyeless education investment is not only can't govern poverty effectively, even may exacerbate poverty. Forth, corruption is the biggest enemy of poor governance, and each developing country should pay enough attention to it. The fifth, the country's wealth distribution should not beyond the level of national conditions, and should not surpass domestic productivity development level. Unpractical and excessive equity and justice will only to the poor people become poorer, the poor countries become poorer.
