Research On "Micro-Governance" Of Urban Community From The Perspective Of Multi-Center

With the in-depth development of reform and opening up and the continuous advancement of social governance modernization,traditional social governance methods based on government management are no longer suitable for social governance modernization.In order to promote the modernization of social governance,governments at all levels have shifted from traditional social management concepts to modern social governance concepts.In order to further improve the social governance system,the 20 th National Congress of the Communist Party of China clearly states that "the social governance pattern of" the establishment of the co-construction,co-governance sharing ’,and improve the grass-roots governance platform of grid management,refined services,and informatization support,and improve The urban and rural community governance system will resolve contradictions and disputes in the grass-roots level and in the bud state in a timely manner."Facing the increasingly complex grass-roots society and the increasing demand of residents,continuously innovating the grassroots social governance model will become the modernization of grassroots social governance systems and governance capabilities.Important ways."Micro-governance" through the collaboration between multi-subject,continuously sinking the governance unit,using a system of multi-dimensional empowerment,and the power of relying on interests to explore the exploration of refined governance of the grass-roots communities.This article is guided by multi-center governance theory,new public service theory and refined governance theory.Through the analysis of literature,the analysis framework of the "micro-governance" under the perspective of the multi-center perspective has been built;From the three aspects of "micro-governance" subject,means,and content,the status quo of Xi’an H community’s micro-governance is described,and the ability to enhance the "micro-governance" capabilities,integrate resources to enable services to optimize services,improve community governance efficiency,etc.Three aspects summarized the effectiveness of the "micro-governance" of the H community in Xi’an;combined with the "Micro-governance" of the Xi community in Xi’an,the current urban community "micro-governance" is based on the coordination of the main body,structural setting,resource utilization,residents participation,etc.The lack of existence,and explored the causes of existing problems from the absence of the main negotiation,the fuzzy organizational border,and the uneven resource distribution.Based on the practical experience of "micro-governance" in domestic urban communities,we propose the optimal path to improve the capacity and level of "micro-governance" in urban communities from the following aspects.First,strengthen the collaborative governance and build a new body of "micro-governance".Second,to clarify the boundaries of responsibilities and build a new mechanism of "micro-governance".Third,optimize the allocation of resources and build a new platform for "micro-governance".Finally,to cultivate the consensus of participation and arouse the new vitality of "micro-governance".
