China And ASEAN Anti-terrorism Cooperation Research

ASEAN is only second to the Middle East and the second high-risk region of terrorism.Since the new century,terrorism has spread rapidly in our country.More importantly,with the deepening of globalization,terrorism has also shown an international trend,and China's terrorist ties with ASEAN more obvious.In this context,to curb terrorism,China and ASEAN need to hand.However,despite the progress of China and ASEAN in countering terrorism cooperation,terrorism is still spreading,which indicate that anti-terrorism cooperation between China and ASEAN need to be strengthened.China and ASEAN are neighbors.Economy and personnel exchanges between China and ASEAN are frequently.Chinese will become the target of terrorist attacks.The culture and religion of China are similar to ASEAN.Therefore,terrorism is easy to spread to the Chinese border ethnic minority areas;ASEAN is an important area for China to promote the Silk Road on the sea.The terrorist attacks will pose a threat to China's "all the way".These factors determine that China must strengthen anti-terrorism cooperation with ASEAN.However,anti-terrorism cooperation between China and ASEAN countries is also difficult.Firstly.China has the issue of controversy in the South China Sea sovereignty with some ASEAN countries,coupled with the US intervention,so that China is tensions with some ASEAN countries,which is not conducive to all-round,multi-level cooperation between China and ASEAN.Secondly,China and ASEAN have cooperated with(10 + 1)and(10 + 3)and APEC,and the provinces of southwest China have explored some practical aspects of cooperation with neighboring countries.Hoverer,some of these partnerships remain Memorandum,joint statement level,and some limited to small-scale and temporary cooperation.Therefore,anti-terrorism cooperation mechanism needs to be improved.Thirdly,the degree of terrorist threat is different,and the resources available for counter-terrorism are limited,and the coercion of anti-terrorism cooperation agreement is not strong,so there is inevitably the problem of interest game,and the "tragedy of the commons" appears.To overcome these difficulties,China and ASEAN countries should,in the spirit of seeking common ground while reserving differences,will properly resolve the dispute over the South China Sea in a peaceful manner and remove the political obstacles to counter-terrorism cooperation.In the anti-terrorism cooperation mechanism,China and ASEAN should integrate the existing platform to enhance the level of cooperation and scope.In addition,in order to avoid anti-terrorism cooperation in the "communal tragedy",China and ASEAN should expand common interests,through incentives and control mechanisms to prevent some countries "free rider."In the fight against terrorism between China and ASEAN,China should advocate cooperation with the new security concept,not only in the exchange of information,transfer of terror and other aspects of cooperation,but also in economic and cultural development cooperation in order to eliminate the potential of extreme religious crowd.In order to normalize and standardize regional anti-terrorism cooperation,China should call for the signing of the China-ASEAN Anti-Terrorism Cooperation Convention and the establishment of the China-ASEAN Anti-Terrorism Center.
