Study On The Present Situation, Dilemma And Countermeasures Of Anti-terrorist Cooperation Between China And ASEAN

The ASEAN region borders on the southwestern part of China.Because of its geographical proximity,it has always been a strategic defensive line for China's national security and its development.With the steady advancement of the “Belt and Road” initiative,the economic and cultural exchanges between the two have continued to deepen,and the cooperation has achieved remarkable results.However,it also faces many security challenges,especially security risks.Among them,the threat of terrorism is an important part of both economic development.Obstacles are also regional security challenges that cannot be evaded by China and ASEAN countries.They not only pose threats to the social and public security of ASEAN countries,but also seriously affect China's national security and national interests in the ASEAN region.Therefore,under the guidance of the severe security situation and the "national overall security concept," cooperation in tackling terrorism has become the core issue of both.This study sets out from the background of building a fate community and the “Belt and Road Initiative” between China and ASEAN,combining the research framework of cooperative governance theory and international cooperation theory,and analyzing the current policy textual analysis of anti-terrorism cooperation between China and ASEAN.China and ASEAN face the threat of terrorism and the status quo of counter-terrorism cooperation.Then it discusses and analyzes the difficulties and causes of counter-terrorism cooperation between China and ASEAN,and finally puts forward policy proposals for resolving the difficulties of anti-terrorism cooperation between China and ASEAN.The study found that both China and ASEAN face terrorist threats originating from ethnic separatist forces,religious extremist forces and other violent and terrorist forces.These threats not only have irreparable consequences for the personal and property safety of Chinese and ASEAN citizens,but also The political,economic and social development of the two places have had a negative impact.In analyzing the characteristics of the current terrorist threats faced by China and ASEAN,it has been found that the domestic terrorist and terrorist forces are fleeing from abroad,and foreign terrorist forces are returning to the territory.The combination of violent and terrorist forces at home and abroad is the evolutionary trend of the current two terrorist threats.Judging from the current situation of the cooperation between the two countries,the anti-terrorism cooperation between China and ASEAN has gone through three stages: the budding period,the development period,and the deepening period.The current China-ASEAN counter-terrorism cooperation framework covers the three levels of the UN,regional,and other multilateral levels,involving specific areas of cooperation such as the judicial,military,policing,and finance.However,the main difficulties in the anti-terrorist cooperation between China and ASEAN are the single subject of participation,the incomplete governance links and the lack of emergency management capabilities.The lack of anti-terrorism will of other entities and the lack of counter-terrorism channels,lack of specialized anti-terrorism cooperation mechanisms,and insufficient investment in counter-terrorism cooperation are the causes of the dilemma of counter-terrorism cooperation between China and ASEAN.On the basis of summarizing the dilemma and causes,this study believes that the establishment of a multi-agent cooperation model,the improvement of normalized cooperation,and the improvement of cooperation and emergency management capabilities are the main routes for deepening anti-terrorism cooperation between China and ASEAN.
