Chinese Government Big Data Open Research

With time of big data is coming,communications about information between public and government are changing.And constructing a more meticulous open government system of big data which is helpful for contacting public is a general tendency.Exploitation and utilization of government data are conducive to impel the development of democracy,improving public's decision-making level effectively and the capacity of national governance by correcting government's administrative structure.At present,thought Chinese government data made progress of utilizing,it still stays in the start stage.Since we want to take advantage of government data,we should do good relevant works of it.Only by this,we can impel governance capacity and make governance system modernize.At first,this paper explains the meaning of big data,opens government big data,analyzes relevant introductions of it and lets readers know “what is big data” and “ what is opening big data”.And then this paper discusses what big data is to governing a country through theoretical analysis and review of practice.Secondly,it teases systematically and summaries relevant documents,laws and regulations of opening government data at home and abroad.And it finds out experiences from America,English and Australia by comparing three typical countries' opening big data systems.And in the analysis according to the uniqueness of their open model summarized as the United States is mainly government-led open,the United Kingdom is the government and civil society network to work together,Australia is the data classification open type.And try to find out the openness of the government in these three typical open models.Based on it,the paper tries to solve the problems what Chinese has now,like loss of laws and regulations,single structure of government,uncertainty of opening content and not maturity of technology platform.What's more,it builds preliminarily analysis structure and gives counter-measures.
