Research On Modern Governance Transformation Of Traditional Communities

Since the reform and opening up,China's economic development and social construction has made great achievements, which has astonished the world. However,all sorts of social problems also growing, the social contradiction obviously increased,the traditional social management mode is lack of effective solution strategy. 18 the third plenary session put forward the system of social management innovation to solve social problems and social contradictions. Innovation of social management, to improve national governance, promote social construction, to improve the livelihood of the people, promote social harmony. The system of social governance in the future play a more and more important role in social development.Community governance is the important foundation of social governance system,city "traditional community" because of the particularity of physical space, cultural space, the community governance faces many test. Governance needs by the"endogenous" and "exogenous" management pressure drive, the particularity of traditional community need according to oneself choose different modes of governance, both the research community governance model includes four types. The model of administrative guidance of government to guide is given priority to, rely on administrative power is higher, the administrative means is the main mode of community governance; Model of autonomous communities through the community decision-making, execution, supervision institutions were set up, the government will community management related responsibilities to the community, in the form of an indirect negotiations to manage community affairs, community residents and community organizations play a key role in community governance; Hybrid model is trying to build a community autonomy system and the symbiosis mechanism of the government administrative system, the government's intervention of community is less, gradually management duties that is located in the community residents and community groups; Enterprise leading mode by qualification, brand, service quality and the property management company in the corporate image better to take the functions of community management and service of community governance,community residents to accept the arrangement of the property management company,and actively participate in community public affairs management and all sorts of community activities.This article selects the traditional L community in the N city as a case. Choose the social governance theory as the main theoretical basis. 'This study integrated use of literature research, interview method, case analysis, qualitative research methods,such as in combing community management and community management research based on the related literature, mainly studies the L community administrative control mode to multiple main body participation from Shared work mode transition process:firstly, discusses the contribution and shortcomings of the traditional community management mode, secondly, analyzes the practical experience of governance model and promotion path, and explore "since the tube committee" team construction of the community area, "volunteer service" approach to team building.
