In the second half of 1991,the world socialist movement suffered serious setbacks,the world's first socialist country - the Soviet Union no longer exists. The upheaval makes the Soviet Communist Party, which had more than 19 million members. Soviet socialist, with a population of 280 million, split into 15 independent states. The disintegration of the Soviet Union was the result of the outbreak of various social conflicts in the Soviet Union for a long time. The accumulation and outbreak of ethnic contradictions were an important aspect. As a great country with more than one hundred nationalities, the Soviet Union's national problems have a long history.Unlike the United States and other countries, the Soviet Union is divided according to the main ethnic administrative region. The complex ethnic composition of the Soviet Union and the special form of national structure has brought great problems in the process of its nation-state construction.Facing the complex ethnic issues, the leaders of the Soviet Union actively explore the development path ,which is suited to their own national conditions. Lenin put forward an important principle - the right of national self-determination - for the proletariat to lead all ethnic groups to complete the democratic revolution and the socialist revolution. He also proposed not only to ensure that all ethnic groups in the law to enjoy equality, but also to ensure equality in the status quo. Subsequent Soviet leaders from Stalin to Brezhnev, they gain a certain achievement in dealing with national issues. They pay attention to raising the status of ethnic minorities, and also attach great importance to the legal protection of the rights of ethnic minorities. Irn order to eliminate the economic and cultural backwardness of ethnic minority areas and realize the real equality of all ethnic groups, the Soviet government has preferenced to the minority areas in terms of the policy, which has made significant development in the economic and cultural areas of ethnic minority areas.
