Selecting cadres from the grass-roots level and the front line of production is the fine tradition and important experience of our Party cadres'work.The Eighteenth National Congress of the Communist Party of China(CPC)put forward:"Optimizing the allocation of leading bodies and the structure of cadre contingents,focusing on training and selecting cadres from the grass-roots front-line,and broadening the channels for social outstanding talents to enter the ranks of Party and government cadres."According to the above requirements,how to implement the policy of "talents go to the grass-roots level,cadres come from the grass-roots level" and ensure that"excellent talents come,selection departments are selected accurately,and can be used after arriving at the post" has become a major historic issue in the management of civil servants.Civil servant selection is a mechanism innovation to realize the internal "second selection" of civil servants and "upward promotion" of grass-roots civil servants.It plays an inestimable role in optimizing the grass-roots civil servant training and promotion system.However,up to now,China's civil service selection mechanism has not yet formed a perfect mechanism system,but is still in a gradual process of decision-making,and accumulates experience in constant exploration.Through selecting and studying Jiangsu civil servant selection,this paper mainly hopes to explore a long-term mechanism suitable for public selection of civil servants,promote the scientific and healthy development of civil servant selection,help the organizational departments to think more deeply and carefully when formulating the civil servant selection policy,and fully integrate the civil servant law and the Public Service Law.Measures for the Public Selection of Civil Servants and the relevant system and policies for the management of civil servants,improve the selection policy of civil servants and supporting measures and programs.Make the higher authorities more scientific and rational selection of talents suitable for their posts,maximize the efficiency of the use of talents,improve the efficiency of personnel selection and employment,so as to truly promote the internal flow of talents of civil servants,optimize the structure of civil servants.Help grass-roots civil servants to participate more rationally in the selection and selection,so that outstanding young cadres at the grass-roots level can carry out reasonable career planning according to their strengths and expertise,plan a reasonable career development path,select units and post applications that are in line with their own conditions,and then achieve better personal development and unit access.The "win-win" situation of outstanding talents.
