On The Construction Of China's Service-oriented Government

"Service-oriented government" is not merelyan academic concept,but also part of government governance practices.From its formulation and evolution to the continuous exploration and improvement of its practices,the concept of service-oriented government has become not only an academic research hotspot both at home and abroad,but also an effective way for governments in the new era to speed up the transformation of their functions and the improvement of their administrative efficiencies.However,there are some key problems not to be neglected in the development of the concept and its practices,such as problems concerning the grasp and clarifying of the concept,the exploration and attempt to the construction of service-oriented government,the measurement and evaluation of the construction result as well as the reflection and improvement on the monitoring of the construction process and on the construction result.Therefore,the fundamental starting point and the ultimate objective of this research are to make clear the resistance and obstacles facing the construction of service-oriented government and to explore possible ways and directionsfor the construction.Then what are the main obstacles,and what are the possible ways? These are two key research questions put forward in the paper.In accordance with the two questions,the main contents of the paper are organized as follows: The introduction part elaborates on reasons for subject selection,the research significance,current research situation at home and abroad,the theoretical perspective and research method of the paper as well as its innovation and drawbacks.The first chapter summarizes theories applied to the paper and explains some key concepts,with the focus on the characteristics of the concept of service-oriented government and related theories,which lays solidtheoretical foundations for the study.The second chapter mainly discusses the challenges and problems facing the construction of service-oriented government,and analyzes the negative effects of obstacles before the construction.The third chapter,the key and focus of the paper,proposes possible ways or paths for constructing service-oriented government,and analyzes the positive effects of the construction.After clarifying the construction obstacles,it discusses and explores the impetus mechanism of the construction,which is the key value and significance and of the study.The conclusion part gives a comprehensive account of the basic contents of each section,followed by the basic expectation of the future trend of the construction of service-oriented government.Based on the analyses of the obstacles and impetus of the construction of service-oriented government,this paper grasps the future development of the construction of service-oriented government,and comes up with constructive and feasible policy suggestions for the construction of service-oriented government in China,which shows both the academic pursuit and the practical concern of the study.
