On December 17,2014,President Obama and the leader of Cuba Raul Castro announced that they would open a new chapter on bilateral relations between the two countries simultaneously.The two countries resumed their diplomatic relations after 54 years' breaking off friendship.The U.S.government began to change the transitional policy on Cuba which has been implementing more than five decades,replaced by a new strategy of engagement and alleviation.After the 2010 mid-term elections,The Congress has been controlled by the Republican Party,Obama trapped in the "crippled" situation,while the Republican Party always has a hard line on Cuba.How does Obama complete a series of policies and actions to normalize relations with Cuba? Why did the US promote normalization of relations with Cuba? By sorting out the details of U.S.-Cuba negotiation,this paper analyzes how does the Obama administration normalize relations with Cuba under the situation Congress controlled by Republican party.After analyzing the author draws the conclusion: the normalization of the relations between the United States and Cuba is irreversible,while the consultation mechanisms between the two countries laid the foundation for the normalization and the political prisoner issues provide an opportunity to it.In addition,the United States wants Cuba become a democratic country,but replaces the means of surpress by engagement and alleviation.Today,Trump comes to power,he has a same position with the members of Republican Party,which is not optimistic to the normalization of relations between the United States and Cuba,the normalization of relations is still a long way off.
