Community education is the increasingly important new-type grass-roots education mode to make a response to the concept of life-long education and construct the learning society.With the practical development of community education,government-oriented governance model is exposed to lots of institutional and mechanism problems.With the explosion of market demands and occurrence of multiple interest subjects,it is urgent to break through the single longitudinal management mode in the government and establish the new pattern of institutional and cooperative management with multiple subjects,such as the government,social organizations,enterprises and citizens,and so on.At present,Chinese community education keeps in the stage of practical exploration.There are prominent problems,such as unbalanced regional development,insufficient community education service ability,and relative stagnant development.The government still needs to develop a leading and driving role and changes “paddle” into “dominance”.However,the government is still exposed to some problems in specific practical management of grass-roots community education.It is hard to coordinate with multiple subjects to integrate with educational resources,so as to affect social participation and active effects of community education.As a result,it is urgent to further explore the community education development mode,define governmental functions and further analyze dilemma,find out effective approach to promote community education development and construct multi-center governance in community education.The paper can be divided into four parts.Beginning with community education concept,mode and theory,the author further analyzed community education governance in theoretical level and defined governmental functions and multi-element governance.Secondly,the author summarized community education development stages and achievements with the key of promoting single governance structure,imperfect system mechanism,“lagging” legal construction and supporting policies,and insufficient resource support,etc.Next,according to features of governmental participation in community development,community education mode of overseas typical countries is divided into governmental-oriented type,autonomous type and mixed type.Through comparison and analysis,the author summarized three enlightenments of overseas modes on Chinese government to promote community education development,including legal institution steadiness of community education,expansion of investment channels for public expenditures and mobilization of multi-element power.At last,the author proposed strategies to solve dilemma of community education development from constructing multi-center governance structure,perfecting governmental management system and mechanism,optimizing safeguard system of policies and regulations,and reinforcing resource construction.
