With the development of the reform and opening up policy into a difficult and deepening period,the significance and urgency of carrying out revolution in public system and governmental administration system is more and more overwhelming.The public are eagerly expecting the transformation of the government functions,changes in its working style,improvement of managing efficiency and the establishment of a service-oriented government.In this paper,we are going to do some research on the issue of local government performance management on the basis of the government performance management system of districts or counties with the theories,methods and technology of management science both theoretically and practically.After research of the related documents,we have drawn some conclusions according to the current performance management theories and practice.A frame and thought of establishing a ‘service-oriented',strategy-oriented' government performance management system has been introduced according to the new trend and need of the social development and reform of public regime,especially the spirit from the Central Committee of the CPC and the State Council of transformation of local governmental functions and regimes since the 18 th CPC National Congress.In this paper,City ZZ and District JS are selected as samples to improve and design the performance management system of the JS government from five aspects of organization system,target system,supervisory control system and result application system.The performance management system after improvement is characterized as follows: firstly,a new organizational institution for government performance management is established catering to the current political regime and laws of the local government.And what's more important is that it makes the institution over and independent from the government and with great authority and independence.Secondly,with the tool of balanced score card,the effect goal can be more“strategy-oriented”.Meanwhile,in the design of index content and index weight,performance indicators of “public service” and “public satisfaction” are greatly highlighted,so that the performance objectives can play its baton role in performance management in order to guide the service transformation of the local governmentreflecting “ service oriented” original intent.Thirdly,governors' duty of monitoring and supervision is emphasized making performance management back to its nature.Fourthly,service objectives are making a greater influence to the government through the introduction of public evaluation and third party evaluation which has contributed a lot to the construction of the performance management system of a“service-oriented” government,providing a useful exploration and certain reference value for the district and county governments to improve and strengthen their performance management...
