Research On The Effectiveness Of Citizen Network Participation In Public Policy Making

Citizen network participation in public policy making is the new development of the citizen participation in the digital age,and the participation of citizens in the effectiveness of democracy as a real sense of democracy is also the realization of social fairness and justice of the most fundamental value.In the period of social transformation,the contradiction between the rapid development of civil rights and the low degree of political participation satisfaction,the contradiction between the lack of public properties of public policy and the demand of fine governance,the contradiction between the strong desire of citizen's participation and the lack of participation effectiveness is becoming more and more obvious.So that citizens can use the network to orderly and effective participation in the formulation of public policy,making public policy to reflect the interests of multiple demands,to absorb the legitimate concerns of all parties to enhance the community's recognition of public policy,can promote the harmonious development of society.Therefore,it is necessary to make an in-depth study on the effectiveness of citizen network participation in public policy making.In this paper,based on the existing research and combined with the practice of China conducted the following research:Part I:Introduction.This part introduces the research origin,domestic and foreign research summary,research ideas,research methods,research innovation and under-researched,the purpose is to explain the necessity of research and combing the existing research results at home and abroad.Part II:The core concept and the basic theory were determined and explained,especially to the citizen network participation in the innovative interpretation of order and efficiency.Part III:Analysis on the Validity Dimension of Citizen Network Participation in Public Policy Making and Its Influencing Factors.In this part,the author discusses the significance of citizen network participation to the traditional citizen participation and the dimension and the influence factors of citizen network participation.Part IV:This part is the combing of the plight and reason of the citizen's network's participation in public policy effectiveness.The dilemma is manifested in the lack of representation of the citizen network,the poor coordination among the participants,the lag of the network community and the government network,The reason is that the infrastructure imbalance is serious,the citizen organization and rationality is low,the participation platform is scarce,the government response is bad,the existing system is difficult to coordinate,the new system construction is slow and so on.Part V:This part is used to solve the problem of the fourth part.In order to enhance the effectiveness of citizen network participation in public policy making,we need to popularize infrastructure,guarantee fair opportunities,and cultivate qualified citizens'networks to participate in the main body,effectively promote the construction of service-oriented government and then improve the system security,from the system to enhance the effectiveness of citizen network participation in public policy.Part VI:Summary.With the continuous development of the concept of national governance and the Internet,the effectiveness of citizen participation in public policy has ushered in a new opportunity,However,the continuous improvement of the effectiveness of the need for a variety of efforts.
