Xi Jinping's Research On The Rule Of Law And The Rule Of Virtue

To combine rule by law and rule of virtue is the important component of Xi Jinping's ideology of socialism with Chinese characteristics in the new era.President Xi's important address and theoretical works include his unique view of rule by law and rule of virtue concept.Based on inheriting and carrying forward sages as well as previous party and state leaders'thoughts of rule by law and rule of virtue,President Xi integrated it China's current historical background and then promoted the construction of socialism rule by law to an unprecedented height.Xi Jinping has being stressing on the importance of rule by law and rule of virtue since the 18th National Congress,and proposed many view,theory as well as requirement meaningful to legal construction,which greatly promoted the advancement of Chinese construction of socialism rule by law.The 18th National Congress and President Xi's important address fully presented the system of socialism rule by law with Chinese characteristics and pointed out the direction of theory of rule by law.Meanwhile,the 4th Plenary Session of the 18th Central Committee,rule by law was proposed for the first time as the theme of report,and the theory of combining rule by law with rule of virtue even emerged in the report in an unprecedented status.In the 37th collective learning meeting of CPC Politburo,President Xi made a speech of insisting on combining rule by law with rule of virtue.Moreover,the 19th National Congress further cognized the importance of combining rule by law with rule of virtue,which also indicated Communist Party's emphasis on rule by law and rule of virtue,and signified that Chinese comprehensive strategy of rule by law has carved a new future.This paper mainly contains the following parts:the first part is introduction,which discusses from the perspectives of research background,purpose and significance,research thought and innovation as well as shortcoming of the paper.The first chapter analyzed and promoted the theoretical foundation of Xi Jinping's ruling-by-law thought.As the emphasis of this paper,the second chapter expounded Xi Jinping's thought of rule by law and rule of virtue;meanwhile,it fully excavated the theoretical idea as well as specific approach of combining rule by law with rule of virtue.In the third chapter,the theoretical and practical significance of Xi Jinping's thought of rule by law and rule of virtue were elaborated.All these contribute to better understanding the deep connotation of Xi Jinping's ideology of socialism with Chinese characteristics in the new era;besides,these provide powerful support for building a moderately prosperous society and the China dream of realizing Chinese nation's great rejuvenation.
