The Role Of NGOs In The Natural Disaster Emergency Management

Although China has constructed a comprehensive emergency management system based on the government and the "one plan three systems" as the core,the government still has a thin force in the face of sudden natural disasters.As an important social force,NGOs play an indispensable role in management practice.It is on the basis of this consideration that the role of NGOs in natural disaster emergency management is studied,and it is expected to provide a useful reference for China's emergency management modernization.Based on the systematic collection of empirical information,the role of NGOs is defined,including the role of NGOs in the natural disaster emergency management system and the role of NGOs in the process of improving natural disaster emergency management capabilities.Based on the case of blue sky rescue team in Daqing City,this paper further analyzes the dilemma of the role of NGOs.From the perspective of the diversity of emergency management bodies,this paper proposes the establishment of a pivotal type of non-governmental organization for natural disaster emergency management,the establishment of a comprehensive NGOs participation in emergency management system,and the establishment of a "big emergency" pattern,in order to achieve the full play of the role of NGOs in natural disaster emergency management.
