Social Organizations Participate In The Study Of Precise Poverty Alleviation And Countermeasures

In the past five years,China had made decisive progress in poverty alleviation.The incidence of poverty has dropped to 3.1% in 2018,only 1/3 of the incidence of poverty in 2012,and the people's living standards and material richness have been greatly improved.But poverty presents a new situation: with the reduction of poor areas and poor people,the rest of the poor are the hard bones of poverty alleviation,their causes for poverty and the structure of poverty are more complex,and the demand for poverty alleviation is diversified and individualized.The development oriented poverty alleviation led by the government was difficult to meet the poverty demand of the day,and the advantages such as volunteering and non-profit of social organizations are gradually emerging in the tackling of poverty.The policy of encouraging social organizations to participate in precise poverty alleviation has been increasing,and the legitimacy of social organizations participating in precise poverty alleviation has been established.The nineteen major social forces and social organizations of the party have been involved in the fight against poverty and issued friendly signals.In addition,the Tibet autonomous region is an area of deep poverty in the national centralization area.There are many poverty-stricken people,a wide range of poverty,the deep poverty and high return to poverty rate.The limited government resources have been difficult to effectively promote the policy of precision poverty alleviation.It is urgent for the social organizations to participate in the work of poverty alleviation.And the social organization of the autonomous region has the qualification of poverty alleviation,the scale of the social organization is less,the organization structure is perfected,the rich experience has been accumulated in the practice of poverty alleviation,and more poverty alleviation work has been accomplished in the exchange and cooperation with the domestic and international social organizations.In addition,the regional government is increasingly giving policy support to social organizations in helping the poor.The participation of social organizations in precision poverty alleviation is driven by multiple forces.But unfortunately,at present,the scholars in the autonomous region have less research on the participation of social organizations in the accurate poverty alleviation.There is a series of problems to be solved in the accurate poverty alleviation of the social organizations.Therefore,in this context,in-depth study of how to guide social organizations to help the poor and promote the participation of social organizations in poverty alleviation is of great theoretical and practical significance.This paper studies the social organization around the topic,using the methods of literature analysis,case analysis and interview.Combing the relevant theories of social organization poverty alleviation at home and abroad,including Xi Jinping 's theory of poverty alleviation,the theory of department failure and the power of governance theory,we find a rich theoretical support for this paper.And under the guidance of the theory,this paper analyzes the status of the domestic social organizations' poverty alleviation and development and the advantages of participating in the accurate poverty alleviation.Then,it makes a thorough and thorough research on the representative social organizations in the autonomous region,and the social organizations are always involved in the precision poverty alleviation from the government policy environment,the social organization itself,and the audience three.It is divided into two problems: the restriction of dual management system,the imperfection of the rule of law environment,the imperfect restriction of the organizational structure of the social organization,the unsystematic restriction of the poverty alleviation policy,the lack of restriction of the publicity of charity,the restriction of the masses to the social organization,and so on.Finally,the corresponding countermeasures and suggestions are put forward to promote the participation of social organizations in the development of precision poverty alleviation in minority areas.It will also provide research ideas for the pro poor researchers of minority social organizations in the future,and offer suggestions and suggestions for the people of minority nationalities to move towards a well-off society together with the whole nation.The countermeasures include: government level,social organization level and audience level.At the government level,we should speed up the reform of the dual management system,improve the social organizations to participate in the relevant laws of poverty alleviation,strengthen the propaganda of the social organizations,improve the internal structure of the social organizations,form the accurate poverty alleviation system,and improve the audience's understanding of the social organization.In a word,this article hopes to help the social organization to play a better role in the great poverty alleviation pattern,and better cooperate with the government and enterprises to build a well-off society in an all-round way.
